Legalization of electric vehicles: under what conditions will electric scooters and scooters become participants in road traffic?

 

Light personal electric vehicles(Segways) are introduced in the legislative field. How will this happen in Ukraine and how did it happen in other countries?

The Verkhovna Rada is preparing to make users of electric scooters, electric scooters, segways, gyroboards participants in traffic. A group of people's deputies, led by the People's Deputy from the "Voice" Yulia Klymenko, introduced the bill №3023, which prescribes the basic conditions for the movement of light electric vehicles. The text was submitted in February 2020, but the profile committee considered it only in early July. Conclusion - the new rules can be taken as a basis. So what should light electric vehicle owners prepare for?

Who, how and where can you ride?

The main innovation proposed by the bill is the addition of Article 19-1 to the Law on Road Traffic. It determines the basic status, rights and responsibilities of users of electric vehicles.

According to the bill, the new conditions apply to one-, two- or three-wheeled motor vehicles powered by an electric motor. The clarifying list is not exhaustive: these are electric scooters,(hoverboards black friday sale) gyroboards, segways, gyro scooters, etc. Such vehicles do not include wheelchairs and bicycles with electric motors.

There are two conditions for where you can move the vehicle. Whoever drives this is obliged to move on the roads and bicycle paths along the stream. He has the right to ride bicycle paths, and if they do not have them - by the side of the road or along the roadside. Such traffic is limited on state roads. 

Users of light electric vehicles will incur additional costs, in addition to the purchase of vehicles. If its design allows, it must be equipped with an audible signal and a retro-reflector. For example, for the owner of an electric scooter, the light and sound signal will cost about 550 UAH. To move in the dark, you need a lantern or headlight, as well as reflective elements on clothing.

In the case of light electric vehicles, it will not be possible to use the means of communication in hand, to carry passengers, unless otherwise provided by design features, to drive a vehicle in a state of intoxication.

For violation of traffic rules, users will face a fine - five tax-free minimums (85 UAH). This is regulated by amendments to the Code of Administrative Offenses (Article 127). 

If the law is passed, the new conditions will have a transitional period - three months before the entry into force. During this time, the Cabinet of Ministers must change the regulations so that they comply with the law.

The bill stipulates that users of personal electric vehicles become road users, so the government will need to change the traffic rules.()
